Ware River Consulting is a woman-owned small business that was started in 2018.  Founder & CEO, Debra Goodier set upon a path to legacy building with philanthropic goals in mind.  As a Native American, Debra is compelled to make a difference for future generations because it matters.  

By ensuring value and performance for our clients, we are focused on building a multidimensional organization through our services and product sales. Our core capabilities allow us to meet our clients' requirements in Administrative Management Services, Human Resource Solutions, and on the product side; Medical Supply Sales.

Meet The Team

Debra Goodier
Founder & CEO

Debra Goodier is the Founder and Chief Executive Officer.  Debra’s leadership style allows her to focus on the needs of others through effective listening and communication skills. Her chosen Human Resources profession spans over 30 years; including managing people and programs that have been crucial to organizational success in her many roles. 

Her professional experience includes the following disciplines: engineering, federal contracting, healthcare, insurance, IT, logistics, manufacturing, oil & gas, and security.      


Debra is a graduate of Ohio Christian University with a Bachelor of Arts Degree in Business Management.  Earning her degree at 55 is one of her greatest moments; graduating cum laude as a result of her determination.  

Debra’s familial ties are rooted in the Dakotas.  She is a tribal member of the Sisseton-Wahpeton Oyate of the Lake Traverse Reservation in South Dakota. 

Her "why" is to make a difference for those who might not have the opportunity to do so on their own.  She believes in setting the example for future generations, one person at a time.    

 

Joseph Moore
 Sr. Contracts Specialist

Joseph Moore, is a veteran Contracting Professional who has provided his services to many firms in the areas of Federal Government Contracts and State of Virginia Contracts.  His vast wealth of knowledge is a result of his direct experience as a Contracting Officer for the U.S. Navy, the Federal Government, and in a Civil Service Capacity.  Among his notable experiences, he served as a Contracting Officer for a large commercial Information Technology firm that provided high level dedicated support to a DoD agency.


Joseph is a retired Naval Supply Officer who specialized in Aviation Logistics and Federal Contracts.  He holds two advanced degrees, one in Acquisition and Contract Management and a Master’s in Business Administration.  In addition, Joseph is a Certified Professional Contracts Manager (CPCM).

Roy Savage
Federal Contract Consultant

    Roy Savage has over 32 years of government procurement experience; including 16 years with DCAA providing auditing and financial advisory services to DoD and other federal entities for acquisition and contract administration. Services included cost proposals evaluation, indirect costs allocation reviews, Cost Accounting Standards (CAS) and the Federal Acquisition Regulation (FAR) compliance, and accounting system compliance. 

     

    At NASA Langley, he served as a COR; responsible for drafting statements of work (SOW) and monitoring the technical and administrative aspects of contract management with The Aerospace Corporation; which provided independent assessments of NASA programs and projects, including validation of technical risks, as well as safety and mission assurance risk (contract value $50M).  He also served as the Discipline Lead on the Technology, Engineering, and Aerospace Mission Support (TEAMS) contract for the NASA Engineering and Safety Center in conducting independent assessments and that provided program and project management support (task value $75M).

    Chef Winslow (Win) Goodier brings an enormous wealth of knowledge and his professional network to Ware River Consulting.  His career spans over 35 years in the culinary field. 

     

    Chef Goodier is a Certified Executive Chef and a member of the prestigious American Academy of Chefs (The Honor Society of American Chefs).  He has held the office of President and Chairman of the Board for The Virginia Chefs’ Association, recipient of the Virginia Chefs’ Association Chef of the Year Award on two separate occasions, and most notably, he received the American Culinary Federation’s Presidential Medallion twice which he considers one of his greatest accomplishments.

    Chef Goodier's focus for Ware River Consulting is on leveraging his network and experience to expand the company's culinary services across the U.S.
