Meet The Team
Michael Neyland is an accomplished Operations Manager and Vice-President of Business Development for large and small businesses. Extensive national and international new business leadership, capture management, proposal development and program management experience supporting high value enterprise IT, training, command and control, modeling and simulation, logistics, war-gaming and systems interface programs. Broad scope of experience in the identification, capture, qualification and management of high value programs for Service and Combatant Commands.
Over 22 years United States Air Force (USAF) service as an Air Battle Manager, Commander, Requirements Director, and USAF Command and Control Operations Director with multinational teams in the Pacific, the United States and the European Theaters of Operation.
Sr. Contracts Specialist
Joseph Moore, is a veteran Contracting Professional who has provided his services to many firms in the areas of Federal Government Contracts and State of Virginia Contracts. His vast wealth of knowledge is a result of his direct experience as a Contracting Officer for the U.S. Navy, the Federal Government, and in a Civil Service Capacity. Among his notable experiences, he served as a Contracting Officer for a large commercial Information Technology firm that provided high level dedicated support to a DoD agency.
Joseph is a retired Naval Supply Officer who specialized in Aviation Logistics and Federal Contracts. He holds two advanced degrees, one in Acquisition and Contract Management and a Master’s in Business Administration. In addition, Joseph is a Certified Professional Contracts Manager (CPCM).
Founder & CEO
Debra Goodier is the Founder and Chief Executive Officer. Debra’s leadership style allows her to focus on the needs of others through effective listening and communication skills. Her chosen profession of Human Resources spans over 30 years; including managing people and programs which have been crucial to organizational success in her many roles.
Her professional experience includes the following disciplines: Engineering, Federal Contracting, Healthcare, Insurance, Information Technology, Logistics, Manufacturing, Oil & Gas,
Debra is a graduate of Ohio Christian University with a Bachelor of Arts Degree in Business Management. She lives by the mantra “set the example for future generations”. Her passion is in helping others succeed.
Federal Contract Consultant
Roy Savage has over 32 years of government procurement experience; including 16 years with DCAA providing auditing and financial advisory services to DoD and other federal entities for acquisition and contract administration. Services included cost proposals evaluation, indirect costs allocation reviews, Cost Accounting Standards (CAS) and the Federal Acquisition Regulation (FAR) compliance, and accounting system compliance.
At NASA Langley, he served as a COR; responsible for drafting statements of work (SOW) and monitoring the technical and administrative aspects of contract management with The Aerospace Corporation; which provided independent assessments of NASA programs and projects, including validation of technical risks, as well as safety and mission assurance risk (contract value $50M). He also served as the Discipline Lead on the Technology, Engineering, and Aerospace Mission Support (TEAMS) contract for the NASA Engineering and Safety Center in conducting independent assessments and that provided program and project management support (task value $75M).
Winslow R. Goodier, CEC, AAC

Chef Winslow (Win) Goodier brings an enormous wealth of knowledge and his professional network to Ware River Consulting. His career spans over 35 years in the culinary field.
Chef Goodier is a Certified Executive Chef and a member of the prestigious American Academy of Chefs (The Honor Society of American Chefs). He has held the office of President and Chairman of the Board for The Virginia Chefs’ Association, recipient of the Virginia Chefs’ Association Chef of the Year Award on two separate occasions and most notably, he received the American Culinary Federation’s Presidential Medallion twice which he considers one of his greatest accomplishments.
Chef Goodier's focus for Ware River Consulting is on leveraging his network and experience to expand the company's footprint across the United States.
