Sr. Strategic Advisor
LtCol., USAF (retired)
Michael Neyland is an accomplished Operations Manager and Vice-President of Business Development for large and small businesses. Extensive national and international new business leadership, capture management, proposal development and program management experience supporting high value enterprise IT, training, command and control, modeling and simulation, logistics, war-gaming and systems interface programs. Broad scope of experience in the identification, capture, qualification and management of high value programs for Service and Combatant Commands.
Over 22 years United States Air Force (USAF) service as an Air Battle Manager, Commander, Requirements Director, and USAF Command and Control Operations Director with multinational teams in the Pacific, the United States and the European Theaters of Operation.
Sr. Contracts Specialist
Joseph Moore, is a veteran Contracting Professional who has provided his services to many firms in the areas of Federal Government Contracts and State of Virginia Contracts. His vast wealth of knowledge is a result of his direct experience as a Contracting Officer for the U.S. Navy, the Federal Government, and in a Civil Service Capacity. Among his notable experiences, he served as a Contracting Officer for a large commercial Information Technology firm that provided high level dedicated support to a DoD agency.
Joseph is a retired Naval Supply Officer who specialized in Aviation Logistics and Federal Contracts. He holds two advanced degrees, one in Acquisition and Contract Management and a Master’s in Business Administration. In addition, Joseph is a Certified Professional Contracts Manager (CPCM).
Chief Executive Officer
Debra Goodier is the Founder, President & Chief Executive Officer for Ware River Consulting, LLC. Debra’s leadership style allows her to focus on the needs of others through effective listening and communication skills. Her chosen profession of Human Resources spans over 25 years. Debra has managed people and programs which have been crucial to organizational success in her many roles.
Her professional experience includes the following disciplines: Engineering, Federal Contracting, Healthcare, Insurance, Information Technology, Logistics, Manufacturing, Oil & Gas,
Debra is a graduate of Ohio Christian University with a Bachelor of Arts Degree in Business Management. She lives by the mantra “set the example for future generations”. As a Native American woman, Debra’s desire is to help others from her direct heritage; with the hope that young men and women living on the reservation comprehend that anything is possible with hard work and dedication.
Federal Contract Consultant
Roy Savage has over 32 years of government procurement experience; which include 16 years with the Defense Contract Audit Agency providing auditing and financial advisory services to Department of Defense and other federal entities for acquisition and contract administration. Audits services included cost proposals evaluation, indirect costs allocation reviews, Cost Accounting Standards (CAS) and the Federal Acquisition Regulation (FAR) compliance, and accounting system compliance.
At NASA Langley, he served as a Contracting Officer Representative responsible for drafting statements of work (SOW) and monitoring the technical and administrative aspects of a contract with The Aerospace Corporation that provided for independent assessments of NASA programs and projects, including validation of technical risks, as well as safety and mission assurance risk (contract value $50M). He also served as the Discipline Lead responsible for drafting SOW and monitoring technical performance on the Technology, Engineering, and Aerospace Mission Support (TEAMS) contract that assisted the NASA Engineering and Safety Center in conducting independent assessments and that provided program and project management support (task value $75M).

Rob Pomillo is an accomplished Technical Recruiter with 20 years of Full Life Cycle Recruiting experience. His background spans the Information Technology arena, as well as sourcing talent for other disciplines such as Sales, Accounting/Financial, Human Resources, and Marketing.
As the ever-growing technology sector continues to evolve, Rob has adapted and is well versed with the new industry trends. Rob's notable accomplishments and an overview of his skills are as follows:
• Recruited 37 highly skilled individuals to complete a 14-month project for the rollout of a major hospital network I.T. infrastructure.
• Recruited numerous Citrix Architects responsible for the design and build out of entire Citrix environments for several clients.
• Acquired a team of Technical Writers that prepared documents both on-line as well as Help Desk Process and Procedures, and Desktop Installation manuals.
• Recruited professionals for virtualization builds utilizing VMware, Hyper-V, and XenServer.
